The master initially found out about the doomsday cultists and 
furthered their cause to advance his own agenda, circa 2084. They 
served as his eyes and ears in all important settlements, but it was 
after the discovery of the Bakersfield Vault he saw his efforts 
really paying off. 

The temple of the Apocalypse built there, served as a vital site of 
resources and intelligence gathering. 

The temple is a small wonder that enables espionage missions, 
but also increases unhappiness as most people do not like Ghouls running around in their midst. This is the Dog Kennel Flamescreen made. Here is the text:

After the War not many sentient beings survived the conflict without suffering severe mutation, like humans for example. Our best friend before the War, the dogs as fate would have it, became even more valuable after it. 

The dogs became our trained hunters for food, our aide in digging-up survivors, our guides in finding unpoisoned water. And in some 
cases our guardians and scouts. The Brotherhood of Steel and the Enclave were the first in the Wasteland to foresee their role in that respective area. Then through selective breeding in their kennels, got the upper hand.

Increases happiness of citizens (due to increased security) I have been negotiating with a damn good civ unit maker to do an entire line of TA-51-B armored units with the various weapons. Here is the first with an M-60 MG. Here is the Gecko resource civilopedia screenie.
Here are some Ghoul units in game. They are the Ghoul Melee Unit, the Ghoul MG Unit, and the Armored Ghoul Melee Unit. Also notice the 'ville, and compare it to the other cities, as we have finally gotten the new city gfx and implemented them. This screenie is of the latest city type Reddog has done for the mod. I would also like to point out the new destroyed city gfx and the NCR Ranger in the lower right hand corner. Reddog also did the destroyed city gfx. Here's a screenie of some Mutant units in game. They are the Mutant Melee unit, and the Mutant MG unit. This pic is the player setup. This is the Raider Scout.
A screenie of the Scavenger's Market Civilopedia entry. This is the Toxic Waste Conversion Plant Flamescreen has done. Here is the text.

The toxic waste conversion plant is a great accomplishment for any of the people 
still living in the Wastes. Any city that will build it, gains the 
ability for unlimited, ecological production, using a material that's 
really in abundance, everywhere: Toxic Waste. 

Using Pre-War technology expertise, a standard Powerplant is turned 
to a Toxic converter, using Toxic Waste to produce energy over and 
over again. Each time the material is used, it's gathered into a pool 
from where it can be re-inserted into the system, till turned in non- 
radioactive mud. 

Research demonstrates that even the mud is not completely 
useless... We can use it as a first grade fertiliser for hydroponics.
